The House Gift Rule covers all House members, both permanent and temporary. It applies equally to full time and part time employees in Washington, DC, as well as to those in district offices. Additionally, the rule also applies to any individual who has pay disbursed by the Chief Administrative Officer.

The rule is designed to keep House members from swiping gifts from their bosses, but it does not prohibit them from receiving gifts from their peers or colleagues. Just be sure that the gift is the right size and that it does not violate any other rules.
